Arabian Child Signs Strategic Memorandum of Understanding With the Ministry of Human Resources and Social Development and the International Early Childhood Rating & Accreditation Authority (ECRA)

Riyadh, Saudi Arabia — Arabian Child has officially signed a Memorandum of Understanding (MoU) with the Ministry of Human Resources and Social Development (HRSD) and the International Early Childhood Rating & Accreditation Authority (ECRA).
This milestone partnership reinforces a unified national effort to strengthen the quality of early childhood services across the Kingdom in alignment with Saudi Vision 2030.

The MoU establishes a collaborative framework between the three parties to strengthen quality, promote professional development, and enable early childhood centers to access international tools and standards.

A Joint Commitment to Quality and Continuous Improvement

Through this agreement, HRSD, ECRA, and Arabian Child will work together to support licensed early childhood centers in their journey toward higher quality. The collaboration focuses on three core pillars:

1. Free Access to the ECRA Self-Evaluation Tool

All licensed early childhood centers in Saudi Arabia will receive access to the internationally recognized ECRA Early Childhood Self-Evaluation Tool.
This tool enables centers to conduct a structured, objective self-assessment across six domains and 80 quality standards, helping leaders benchmark performance and identify improvement priorities.

HRSD will formally circulate the tool to all licensed centers and encourage voluntary participation as part of each center’s quality-improvement pathway.

2. Capacity Building and Technical Support

ECRA will provide technical guidance, analytics, and preliminary reports to participating centers while maintaining full neutrality and objectivity.

Arabian Child will deliver a free monthly training program over ten months, covering all six quality domains and all 80 standards. The training series is designed to build staff competencies, strengthen operational practices, and equip centers with the practical tools required to elevate quality.

3. Professional Development Framework for the Workforce

As part of the agreement, Arabian Child will develop a comprehensive Professional Development Framework for early childhood practitioners.
The framework will outline competency levels, pathways, performance indicators, and self-planning tools to help centers design systematic, long-term staff development plans.

Strengthening the Early Childhood Ecosystem in Alignment With Vision 2030

This partnership represents a strategic milestone for Saudi Arabia’s early childhood sector. By providing free, internationally benchmarked tools and structured professional learning opportunities, the agreement supports:

    • Evidence-based improvement in early childhood centers

    • Stronger staff competencies and clearer development pathways

    • Higher quality outcomes for children across the Kingdom

    • A unified national approach to quality assurance and accreditation readiness

Arabian Child is honored to support this national initiative alongside HRSD and ECRA and remains committed to enabling sustainable, long-term quality improvement across the sector.
